Both secretKeyRefs (TELEGRAM_BOT_TOKEN, TELEGRAM_CHAT_ID) now read the
Infisical-managed secret instead of the plaintext-in-git telegram-notify.
Old secret stays as fallback until 3c removes its manifest.
